What is it with the flowers?  In a hard market, sometimes thinking outside of the box helps with getting that listing you have had your eye on.  However, what seems more important, is the agent's relationship and how your agent is viewed by those in their Local Real Estate Industry.  If the agent you are working with has a "bad and dishonest" reputation amongst their peers - your offer might not have a "prayer" of being accepted.

Is this legal?  Can an agent not submit an offer to the Human Owned listing, the Bank or investment company?  Negative ghost rider, but anything is possible.  Be careful whom you choose.  Heck, I would ask them straight up - how do those in your industry view you?  If they have not prepared to answer this question, you might want to look elsewhere.  Also, you might get their track record with getting offers accepted and how many buyers they are currently working with.  It cannot hurt.
